Public Hearing for the Fairfax Delegation to the General Assembly of VA

On January 10th, Fairfax County Government held  the public hearing at the Fairfax Government Center before the General Assembly will begin on January 14th of 2015.

지난 1월 10일 페어펙스 군청사에서 열린 “주민의 목소리를 듣는다.”는 오는 1월 14일 부터 리치몬드 주 청사에서 열릴 GA에서 다룰 현안 문제들이 다시한번 주민들의 목소리를 통하여 듣게되는 시간을 가졌다.

Sen. Marsden, Del. Plum, Sen. Howel, Sen. Peterson, Del. Keam, Del. Murphy, and many delegates were there to listen what their constituents’ voices.

샤론 불로바 군수의 오픈 연설로 시작된 Public Hearing 은 총 65명의 주민들이 각자 다른 현안들을 가지고와서 곧 있게될 버지니아 주 의회에 대해 목소리를 높였다.

이슈들을 살펴보면, 전 CIA의 경제 분석가인 Richard F. Kennedy의 마리화나는 지난 40년동안의 연구 결과를 통해 본 결과, 알콜과 담배보다 덜 해롭다고 말하였으며, 담배로 인한 질병으로 매년 480,000 명이 사망하며, 알콜로 인한 치사율은 매년 88,000명정도 된다고 말했다. 버지니아 주는 현재 마리화나를 법적으로 허용할 것인지 아닌지에 대해 의견이 분분하다. Mr. Kennedy said, “Marijuana isn’t harmless, and kids shouldn’t use it, but prohibition isn’t helping.”

 ( Dr. Kennedy showed references about the Marijuana’s drug effects and so on. )

Why do we need “Medicaid Expansion”? David Broder, president of SEIU, 열심히 하루하루를 사는 무보험 버지니안들에게, 영세 주민들에게(4인가족 FPL 의 133% 인정하여 의료혜택을 주자는 방안, $23,850) 버지니아가 메디케이드를 더 확대해서 실행하므로서 연방 정부에서 하루에 가져올 수 있는 재원, $ 5 million이 버지니아의 주민들을 위해서 쓸 쑤 있는데 그 막대한 자금을 결국은 공화당의 반대에 부딪혀 가지고 올 수 없었음을 상기하며, 최저 임금 인상, 동등한 교육 혜택, 연금에 대한 안전 보장 제도, 등등을 2015년도에 해결해 줄 수 있게 되길 바랬다.

Joshep B. Dailey (Fairfax Bar Association) appealed about  needs of 8 more judges in the Juvenile and Domestic relations court and more interpreters in Korean, Spanish, Chines and etc. Mr. Dailey asked “cases must be heard within state mandate time: 21 days Juveniles in jail, 15 days for protective orders, 5 days foster care cases.”

Grace Reef (Child Care of Aware of Virginia) proposed to the Delegates, if any one wants to operate a Child Care prover, She / He must complete Fingerprint – based background check, capacity check with daily base for children’s safety.

Scott Peterson ( Checks and Balances Project) mentioned about one of very sensitive issue related with the Former Virginia Govenor’s Scandal, “Virginia ranks of 47th out of 50 states on the State Integrity Investigation’s Corruption Risk Scorecard. Virginia’s overall grade is an F.” 상원의원 피터슨, 상원의원 마스덴, 하원의원 코리, 피터 파뤨, 상원의원 사이먼, 맥알리프 주지사등이 이번 맥도넬 전 버지니아 주지사의 뇌물 수수혐의후,  Ethic’s Law에 대해 강력하게 처벌방안을 준비 중인것으로 안다고 말하며, 반드시 이번 회기안에 이 법안이 통과 될 수 있게 되길 바란다고 말했다.

Teresa L. Champion, the Virginia Autism Project brought the case of Reginald Latson (18, an African – American, has an autism, intellectual and developmental disability but didn’t get any treatment rather incarceration caused of altercation with an officer in front of a public library, the officer got injured), sentenced  to 10years of incarceration.

트리사는 “자폐증 환자로 언어의 소통이 불가능했던, 그래서 경찰의 불심검문에 응하지 못한 이유로 지난 2010년 구속된 18세 레지날드 랏슨 케이스를 예로 들면서 감옥보다는 먼저 그 환자를 치유해줘야 하지 않겠냐며 만약에 언어의 소통으로 인해 구속이 된다면 정상인들보다 7배나 더 높다고 말하며, 맥칼리프 주지사는 이 사건에 대해 한번 더 재고를 해보고 이 보석을 해 줄 것을 요구하며, 자폐증 환자로서 알맞는 치료를 받게 되길 희망한다.”고 말했다.

이번 버지니아 국회에서 1월 14일 부터 열리며, 3월 첫째주까지 계속 대략 2400개의 안건으로 공방전을 펼칠 예정이다.
