On Nov.18, DNC(Democratic National Convention)Chair Rep. Debbie Wasserman Schultz (D-FL), House Democratic Caucus Chairman Xavier Becerra (D-CA), and Rep. Grace Meng (D-NY)held a press conference call to discuss about the first anniversary of Deferred Action for Parents of American and Lawful Permanent Residents (DAPA), President Obama’s plan to protect immigrant families and keep immigrant families together that Republicans have blocked in the federal district courts.
11월 18일, 민주당 전국구 의회는 오는 20일 서류 미비 이민자의 부모의 추방 유예의 1주년을 맞이하여 현재 택사스 주를 비롯한 26개 주의 연방 법원에서 오바마 행정부의 이민법 개정법을 반대하여 이를 추진하는데 있어 장애가 되고 있는 것에 대한 토론회가 열렸다. 이 자리에는 민주당 전국구 의회 의장인 데비 와셔맨 슐츠 연방 하원의원을 비롯하여, 캘리포니아 연방 하원의원 새비어 베새라, 뉴욕 연방 하원의원 그레이스 멩이 참석하여 열띤 토론을 벌였다.
슐츠 연방 하원의원은 “공화당은 이민자의 가정을 파멸시키려는 의도를 가지고 있으며, 이민자들이 미국에 얼마나 기여하고 있는 지에 대해 간과하고 있으며, 113명의 공화당 소속 연방 하원들이 26개 주에 걸쳐 오바마 대통령의 이민법 개정안을 반대하는 것은 비양심적이며, 책임감을 회피하는 것이라고 말하며, 참으로 잔인한 행위를 하고 있다.”고 말했다.
사비어 베세라 연방 하원의원도 “현재 공화당 후보로 대통령직에 출마를 선언한 마르코 루비오, 테드 쿠르즈 등 이들이 오바마 대통령의 이민법 개정을 극렬히 비난하고 또 비판하고 있으며 반대하고 있다. 이들 모두 그들이 이민자의 후손들이며, 둘 다 쿠바 출신의 부모님들을 가지고 있다.” 이들은 맥시코 국경 지대에 벽을 쌓는다고 하면서 서류 미비자들을 공포에 떨게 하고 있으며, 1천 1백 여명의 서류 미비자들이 음지에 웅크리며 하루하루 연명해가고 있는 것에 대한 대안책이나 어떤 제시에 대한 언급이 없다는 것에 주시해야 한다.” 고 말했다.
그레이스 멩 하원의원도”이민자들이 가져올 수 있는 미국 경제의 플러스 요인을 간과하고 있다고 시사하며, DAPA 프로그램으로 보다 많은 직업을 창출하고, 미국의 예산에 적자를 해소하며, 더는 추방당하지 않는다는 생각으로 평화롭게 살면서 세금도 내고, 미국 경제에 이바지 할 수 있는 점이 부각되어야 한다고 명시했다.”
2012년 DACA는 아직 유효하며 재 갱신을 할 수 있다. 그 기준은 16세 이전에 미국에 온 후, 2010년 부터 살고 있어야 했으며, 2012년 8월 15일 기점으로 매일매일 미국에서 살고 있었음이 증명된 자로 고등학교를 미국에서 마쳤거나 서류 제출 당시 고등학교에 재학중이었던 자라야 한다.

Chairwoman Rep. Debbie Wasserman Schultz states “The move by the Republican-led court in Texas to undermine immigrant families only perpetuates a broken immigration system that tears families apart and fails to serve the national interest. As Republicans continues to defer the dreams of the hard-working immigrant families who give so much to our communities, let’s consider the facts: 113 Congressional Republicans have backed lawsuits in 26 states keeping immigrant families together. This is unconscionable. This is irresponsible. This is cruel.
“Note that every Administration, Democratic or Republican, since President Dwight David Eisenhower has used executive authority to do just that. Just as presidents before him, President Obama has broad authority to improve our immigration system to reflect our shared values as Americans and as citizens of a global society.
“But Republicans would have you believe otherwise. That’s why the Administration is not committed to taking the necessary next step on behalf of millions of immigrant families by appealing the 5th Circuit’s misguided decision to the Supreme Court. An estimated 5.5 million US citizen children will be affected by DAPA. Under President Obama’s plan their parents will finally be shielded from the terror of deportation.”
Rep. Xavier Becerra stated “Senator Marco Rubio, whose parent were immigrants, has become a leading voice against immigration reform. In fact, he’s feuding with Senator Cruz over who would treat our important immigrant communities most harshly. In fact, It wasn’t that long ago that Marco Rubio’s mom left him a voicemail reminding him there’s a “human element” to consider with immigration reform.
“Ted Cruz was not born in America. His father was born in Cuba. Marco Rubio is the son of immigrant parents from Cuba – a country which, as many of you know, is afforded a special status in our immigration code. Despite this, Senator Cruz does not support a path to citizenship. Senator Cruz wants to build a wall on our border with Mexico. And Senator Cruz refuses to say how he’d address the 11 million undocumented immigrants living in the shadows.
“Despite argument after argument from leading constitutional experts validating the legality of DAPA, Republicans continue to rant and rail against it. Just as the scientific community is to climate change, leading constitutional experts are to DAPA.
“Every reasonable, non-partisan analysis will tell you that fixing our broken immigration system would lead to more job growth a decrease in our federal budget and strengthen programs like Social Security.”
Rep. Grace Meng noted “The facts are crystal clear: DAPA and DACA raise our GDP by $90 billion over the course of the nest decade; let me reiterate that $90 billion. That’s a lot-but it;s worth mentioning here that comprehensive immigration reform as passed by the Senate in 2013 would have increased real GDP by 3.3 percent, or roughly $700 billion, in that same ten year period .
“According to the Office of Management and Budget, DAPA and DACA do not impact the likelihood of employment for U. S. workers. In fact, DAPA and DACA raise average wages for American workers by .3% over ten years.
“And last but least, they help us cut our federal deficits by approximately $25 billion over a 10-year period. That’s because under DAPA and DACA, immigrants don’t have to live in the shadows anymore; rather, they’re able to have some peace of mind, pay taxes, and contribute to our economy even more than they do already.”
Still 2012 DACA program is working for the undocumented immigrants who can renew their status according to the USCIS.
