Obama Plans on Clemency to Non-Violent Offenders Until End of Term

11월 22일 (현지 시간) 오바마 대통령은 비폭력적인, 단순 마약범등 형질이 비교적 양호한 죄수 79명에 대해서 사면을 허락한다고 밝혔다. 오바마 대통령은 임기가 끝나는 시점인 내년 1월 20일까지 얼마나 많은 사람들에게 사면을 허락할 지는 아직 밝혀지지 않았으나, 중요한 것은 그가 대통령직을 물러날 때까지 가능하면 많은 사람들에게 혜택을 줄 것으로 알려지고 있다.

그는 대통령 임기를 시작해서 지금까지 1,023명을 감형시켰으며, 지금까지 11명의 대통령이 감형을 시킨 것보다도 더 많은 사람들에게 갱생의 희망을 주었다고 워싱턴 포스트지는 밝혔다.

오바마는 ,”We have two months left before the inauguration” 이라고 말하며, “I anticipate we will keep going until the end” 라고 말했다.

이번 사면은 감옥에 있는 죄수를 둔 가족들이 200만명의 탄원서를 작성해서 오바마 행정부에게 탄원하여 이루어진 것이다.

이는 매년 높아져가는 감옥을 운영하는 비용과 죄수 한 사람에게 들어가는 비용이 미국인들의 세금으로 나가는 것을 줄이는 방법 중의 하나로서 적어도 한 주의 감옥을 운영하는 비용은 $1 billion(2015년 기준) 을 넘어서는 것으로 밝혀졌다.

예를 들면, 로드 아일랜드 주의 감옥은, 매년 한 사람당 $50,000 정도의 비용이 드며, 뉴욕주는 $60,000 등으로 납세자들의 세금이 감옥을 유지하는 비용으로 들어가고 있다.

뉴욕을 예를 들면 아래와 같다. 즉, 뉴욕주민의 세금으로 매년 $3.6 billion 이란 돈이 감옥을 관리하는데 들어간다.

법무부는 현재, 6,300여명이 경범죄로 감옥에 있는 것으로 밝혔다.
